COMMISSIONER’S MESSAGE

Dear All, Assalam o Alaikum! The Mines Labour Welfare Commissionerate , established under the Excise Duty on Minerals (Labour Welfare) Act, 1967 and rules framed thereunder, is responsible for the protection of rights of labour employed in mining industry and provision of welfare facilities including health, education of their children, recreation, housing and water supplies. Owing to the complex and hazardous characteristics of the work of mining, the instances of labour permanently joining this field are seldom seen and as such, the majority of the labour extracting minerals either from mines or from quarries is of migratory nature, coming from all over the country to work in Punjab. Quite often, it becomes difficult to keep a track record of such labour. I am glad that after much blood, sweat and tears we have finally developed a software for digital registration of Mining labour that will help in preparing prospective welfare schemes and provision of basic amenities to the rightful persons. This software will not only be a point of reference for MLWO and Labour Union Representatives, but will also be a portal for employers and workers to know their current status of employment. Through the utilization of reliable and digitized information, the Mines Labour Welfare aspires to become more labour-friendly. Information and knowledge in the realm of origin of mine worker, his past and present wage agreements with different companies, the number of his family members and his health condition is for the Organization a defining tool to safeguard his rights. I am quite hopeful that with this portal, the Mines Labour Welfare Commissionerate will have the opportunity to disseminate the information to field, assist the Government in framing of new mining labour laws and developing new welfare channels to ensure the preservation of a productive mineral sector.

Excise Duty Collection

Arrangements for Collection of Excise Duty on minerals. Inspections of the record of mining firms. Workmen’s Compensation Commissioner. Chairman of Regional Scrutiny Committees for death grants, marriage grants and talent scholarships.

Health Facilities

Regular and periodical medical examinations of mining labour and their families in MLW Hospitals and Dispensaries. Field visits of Doctors and Mobile X – Ray Units. Detection of occupational diseases and their monitoring. Certification of age by medical practitioners.

Education Development

Formal education to the miner’s children thorough Higher Secondary, High, Middle and Primary Schools. Provision of vocational training for the children of ladies at Miners Institute, Dandot. Provision of free books, note books and uniforms etc.

Transport

We provide safe and reliable transport facilities for children of mine workers. This service ensures they can easily access education at MLWC Schools.

Housing Water supply and other Welfare Schemes

Proposals for new welfare schemes. Construction s labour barracks, Duplexes, Labour Colonies. Drinking Water and sanitation facilities. Solar Plants on labour barracks and other welfare facilities.
